Heini Utunen is Acting Head of Unit of the Learning and Capacity Development Unit of the World Health Organization’s Health Emergencies Programme.

Throughout the pandemic she has overseenthe COVID-19 online learning response delivering massive scale learning interventions on OpenWHO.org based on WHO’s technical expertise.

Her other functions cover workforce capacity building, learning solutions and simulation exercise management. Ms Utunen joined the WHO during the Ebola WestAfrica outbreak as pre-deployment training staff in 2014 and provided to cascade training curriculum development, face-to-face trainings and e-learnings. During 2009-2013 Ms Utunen worked the United Nations country team in Vietnam, in the area of natural disaster preparedness and response. Ms Utunen has prior experience with the Finnish government, functioning as Training Officer at the Crisis Management Centre Finland, mainly involved with post-conflict missions. She served as Communication Officer of theMinister of Health in Finland. Ms Utunen has Master’s degree in Information Studiesand Bachelor in Political Science.
